Actually, before we get to the cards, you may run into banks that claim the Patriot Act requires that all signatories be present in that bank to sign. They are incorrect in their interpretation of the Customer Identification (CIP) portion of the Act, but there is no point arguing with them. If they will not allow a signature card to leave their institution, it is unlikely that you will be able to have an SCA account there, even if they are the most convenient, or offer the best deal. You MUST have a Kingdom representative, technically (and ideally) the current Kingdom Treasurer, on the account.
